Emergency Management Protocols

CAV S.p.A., with its own corporate functions and by dealing with third-party concessionaires and other road infrastructure managers, manages emergencies that may occur within the motorway areas, sharing operational protocols to ensure a single, coordinated management of emergency situations that may occur.


The list of signed protocols can be seen below:

  • Accident management along the Mestre Ring Road (2002)
    The purpose of the document is to determine the response procedures to be implemented if necessary in emergency situations along the A57 Mestre Ring Road, to support a coordinated rescue action. Only through optimal coordination between the various players involved in the emergency can the maximum effectiveness of rescue actions and the reduction of inconvenience endured by users be guaranteed.

  • Protocol agreement to be implemented in the event of critical situations on the motorway system of the Emilia-Romagna Region and its interconnected sections caused by snowfall (2004)
    The document, shared with the Police Departments and the motorway concessionaires concerned, is aimed at preventing and coping with emergencies related to heavy traffic congestion resulting from heavy snowfall, also through the adoption of a timely and unambiguous information exchange system between the Motorway Patrol and the interconnected motorway companies, the adoption of measures to reduce and control traffic flows and the implementation of traffic detours on alternative routes.

  • Planning of measures to be implemented in the event of critical situations on the Veneto Region motorway system and interconnected sections resulting from congestion or traffic blocks (2005)
    The document describes a general agreement for the management of emergencies deriving from prolonged traffic delays or blocks, with the aim of preventing and coping with emergencies related to heavy traffic congestion or very severe or complex accidents, through the adoption of a timely, punctual, unambiguous and complete exchange of information between Motorway Patrol, Motorway Companies and Local Authorities, the adoption of measures to reduce traffic flows, the identification of alternative routes, the implementation of forms of support, relief and help for users in a difficult situation, the implementation of information messages, on the motorway network and through the media, aimed at users on the road section concerned or approaching it.

    The document describes a general agreement for the management of emergencies deriving from prolonged traffic delays or blocks, with the aim of preventing and coping with emergencies related to heavy traffic congestion or very severe or complex accidents, through the adoption of a timely and unambiguous exchange of information between Motorway Patrol, Motorway Companies and Local Authorities, the adoption of measures to reduce and oversee traffic flows, and the identification of alternative routes.

  • Protocol Agreement for the Coordinated Management of Information on Events Affecting the Road Conditions of Motorway Sections (2009)
    The procedure contains operational procedures aimed at harmonising the information for users. It does so with different concessionaires sharing management processes. The aim of this is to promote coordinated communication.

  • Operational protocol for traffic issues management on the 'Padova-Mestre-Portogruaro' section (2010)
    With a view to improving the service to users, also through the containment of inconveniences caused by motorway emergencies, a protocol has been developed that contains a set of instructions and actions aimed at planning and coordinating the optimal management of traffic flows, both by type of event and by specific road, traffic and environmental conditions. This document was created after the opening of the Mestre Bypass motorway section (“Passante di Mestre”), which allowed for the alternative use of interconnected motorway sections.
